Job Summary:
Plans, directs, and monitors institutional procurement and purchasing functions necessary for compliance and cost effective sourcing of materials and services. Assists in strategic planning of procurement and purchasing program activities to support strategic sourcing opportunities stemming from standardization and cost reduction initiatives across the institution or multiple units. Responsible for personnel management.

Job Responsibilities:
- Oversees and manages the research of suppliers, products and services, market condition assessments, and sourcing options for institution level procurements to ensure alignment with strategic initiatives and institutional objectives
- Assists in the development of strategic initiatives and operating policies and procedures to comply with regulations, institutional policies, and objectives
- Prioritizes and coordinates large scale procurement efforts across multiple functional areas
- Reviews, negotiates, and makes recommendations to institutional leadership regarding complex, strategic, and costly institutional contracts
- Provides leadership support of negotiation with suppliers leading to cost effective and timely contracts supporting enterprise purchase of materials and services
- Participates in development and compliant use of supplier and contract management systems, sourcing tools, and procurement of automation systems to meet the needs of institution and unit level purchasers
- Serves as a key unit authority and unit liaison to internal stakeholders disseminating procurement, sourcing, negotiation processes, and strategic information
- Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
