Job Summary:
Provides analytical, strategic, and technical leadership in the planning, development, protection, and utilization of the entire facility portfolio and infrastructure. This includes collecting, organizing, verifying, and reporting facilities planning data to provide informed capital budget and planning solutions.

Job Responsibilities:
- Provides leadership in long-range planning, biennial capital budget, and capital plan preparation
- Facilitates development of long-range physical development plans for the biennial capital budget request and capital plan
- Leads the development, maintenance, interpretation, and implementation of capital projects evaluation analytics, criteria, metrics, and methodology
- Leads implementation of projects defined in the biennial capital budget
- Develops administrative policy, procedures, and program management for capital planning and budgeting
- Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
